In an affidavit filed by Mr. Buro, a suspect presented himself as the acting head of Procurement department at ICT Ministry. Mr. Buro added they would occasionally meet on the 9th and 10th floors of that Ministry’s building.

When Mr. Buro’s company, Naliye Agency, made the computer purchase in China and was ready to deliver, the tender givers, however, asked him to make the delivery in an office in Hurlingham area.

The suspects, Mr George Ochieng’ Onyango, Ms Mercy Wahiga Wanjiku, Mr David Mapili and Mr Jackson Kiharo Mwondi who were charged in Kiambu Law Courts are believed to have acquired Ksh 88.8 million during the fraudulent activity.

The cartel of four operated within the Government and were already set with letters containing letterheads and local purchase orders requisite in tender awarding.

Kasarani Police Station Director of Criminal Investigation Douglas Chikanda confirmed that brand new cars, a V8 Land Cruiser and Ford Ranger double cabin were recovered.
