Kiambu Deputy Governor James Nyoro has been barred by the court from appointing or reshuffling the county’s executive committee.
The court’s decision came after a Kiambu resident moved to court two weeks ago to challenge the move by Nyoro to reshuffle County Executive Committee Members (CECs) following the suspension of Governor Ferdinand Waititu.

In his petition, Bernard Chege Mburu had argued that the deputy governor is purporting to exercise powers that he does not have in law.
Mburu termed observed that the move could precipitate chaos in Kiambu County as the cabinet transfers were not approved by the Governor who might revise them once he returns to office.
“The illegal acts of the Deputy Governor will create a stalemate that will gravely affect service delivery to the people of Kiambu especially as one of the dockets affected is Finance,” reads court papers.
In a bid to stamp his authority in the executive, the deputy governor had on Monday withdrew official vehicles assigned to two senior officials allied to embattled Governor Ferdinand Waititu.
In his defence, Nyoro maintained that he authorised the withdrawal of the vehicles and their drivers reassigned because the two were “engaging in politics instead of development” and using the county vehicles for private purposes.
Dr. James Nyoro took over as an acting governor in July 2019 after Ferdinand Waititu was charged for corruption cases.
Immediately he took over, Nyoro announced that he was in charge of operations at the county saying that his first priority was to reduce the loss of revenue. He also called for Waititu to be barred from interfering with his duties.
