Just Who is Looting Treasury and Corrupting County Budgets?

Governors have come to the conclusion there are shadowy operatives based at the National Treasury who are responsible for inflating county budgets with fairy expenditures to cover up looting.

Tuesday, Council of Governors Chair, Governor Wycliffe Oparanya said the figures at the Treasury were apparently covering up on looting by senior government officials.

Last week, Kiambu governor Ferdinand Waititu was at pains to answer to outrageous budget reports when he appeared before a Senate committee.

The Kiambu budget had included Somalia peace-keeping, State-House coordination and also retirement plans for former heads of state.

The governor said that the figures had been doctored to soil his name immediately after appearing before the committee.

In a separate meeting, Deputy President William Ruto also claimed the senators should let Waititu be, as he was not responsible for issues of the state.

Oparanya maintained the existence of fictitious people in charge of IFMIS who were sneaking in outrageous figures to the county budgets.

“Since the county governments did not use the money stated in the erroneous report, who spent it? Is someone somewhere looting counties’ funds through doctored entries?” asked Oparanya.

However, Treasury Permanent Secretary, Kamau Thugge said there were no erroneous entries into the budgets, and that treasury was not responsible for the inconsistencies in the counties’ budget.

“We will not be intimidated into apologizing over an issue that was caused by pure negligence on the part of the governors,” he said.
