The Kenyan Political Scene is never shy of controversies and with each day that passes new developments arise. The developments could either be positive or Negative.

Let’s therefore have a look at the latest talk around the Kenyan Political scene.

PASSAGE OF THE MUCH HYPED 2/3 GENDER BILL FAILS AGAIN!!

Will the Country ever pass the 2/3 gender bill? This is the question a number of Kenyans have been asking for sometime now even as the hide and seek games around the passage of the bill in Parliament continue.

For the Fourth time today, the two thirds gender bill flopped. Reason? You guessed it right, lack of quorum.

Speaker Muturi conceded early enough that the passage of the bill was close to impossible and thus would not pose any question as to whether voting would proceed.

Only 174 MPs were present out of the 233 that are needed to participate in the voting.

At least two-thirds majority or 233 of the 349 MPs must be present in the House before the vote is taken.

“As per my direction, if the MPs present are less than 233 then voting shall not proceed. We have all seen we have 174 members are present. I cannot put the question because it would be an exercise in futility. The motion is thus lost,” Muturi declared.

The DCI is on Ken Osinde’s trail after a company he is associated with is suspected to have played a role in the multi-billion tenders for construction of Kimwarer and Arror dams in Elgeyo Marakwet.

He is listed as a director of Sanlam Company, which is part of the 107 whose directors have been summoned to record statements with the police.

Detectives are probing why the firm was paid Sh47 million by Italian firm CMC di Ravenna – which is said to have pocketed billions of taxpayers’ cash for work not done.

Kenyans took to twitter to Express their Views on the Latest Development and this is what they said in the Twitter Streets:

Mr Odinga and Mr Moi met at The Lord Erroll restaurant in Runda for more than three hours, a meeting Mr Mohammed confirmed discussed the political situation in the country.

MUDAVADI PROPOSES STRICT PUNISHMENT FOR KENYAN DAMS SCAMMERS

ANC boss Musalia Mudavadi has made a number of suggestions that have included resignation of Treasury CS Henry Rotich and his Water counterpart Simon Chelugui over the Sh68 billion construction of dams scam.

According to Mudavadi, officials heading parastatals mentioned in the scandals should also quit for effective investigations.

“For a start, the Cabinet secretaries for Treasury and Water and the officers associated with this matter, including the CEO of Kerio Valley Development Authority, must go,” Musalia said in a statement yesterday.

Musalia said the two CSs’ continued stay in office will compromise prosecution and deny Kenyans justice. “If they don’t resign, President Uhuru Kenyatta must sack them, forthwith. It is pointless to investigate persons who are still in office.”

Mudavadi asked Uhuru to take the war against corruption seriously, saying graft has denied Kenyans basic services.

He said the dam projects were deliberately conceived to be phantom assignments to provide avenues for stealing.

“These people should not just be allowed to go home to enjoy their stolen wealth. They must be taken to court and ultimately to jail,” Musalia said.

He also wants the suspects’ assets frozen pending their recovery. “I reiterate my call that it is time to move from handshakes to handcuffs.”

Should Musalia Mudavadi’s Proposals be implemented?

WHY UHURU’S BIG 4 AGENDA MIGHT BE A WILD DREAM AFTER THE LATEST MEGA DAM SCANDAL

When President Uhuru Kenyatta took office for a second term, one thing that stood out about him was his ambitious development plan dubbed the Big 4 Agenda. This is a 5-year development plan under 4 key pillars namely:

Manufacturing, Affordable Housing, Universal Health Coverage and Food Security.

It is the First and Fourth Pillar that is now under great threat following the recent mega dam scandal that has hit the nation with 68 Billion disappearing into thin air.

Kerio Valley Development Authority under the Ministry of East African Community (EAC), was tasked to oversee the construction of multi-purpose dams, Arror and Kimwarer in Elgeyo Marakwet County.

However nothing tangible has been done with Kenyans being fooled over the whole project.

Illegal tenders and compromised procurement procedures has seen Kenya loose billions through the dams projects.

Arror Dam was set to cost Sh38.5 billion while Kimwarer was to cost Sh28 billion. The two projects are being financed through a loan from the Italian Government.

According to the initial plan, CMC Di Ravenna was to construct Arror Dam, a hydropower plant complete with transmission lines and related facilities.

The firm was also to develop infrastructure for 2,500 hectares for irrigation, development of water supply and storage infrastructure to support 50,000 people as well as conservation activities of Arror catchment.

If and when completed, the Arror dam was to produce more than 60 megawatts of electricity and the Kimwarer dam 20 megawatts, which will be connected to the national power grid.

Food security and industrialisation, which have been dealt a huge blow in the dam scandal, are among Uhuru’s priority projects dubbed the Big Four Agenda.

Already the National Irrigation Board is quarrelling with an Israeli firm that was contracted to construct the ambitious 1 million-hectare Galana-Kulalu Irrigation project.

When will this Madness Ever Stop? Who is to blame?
