Nairobi County lost billions in the last financial year,according to the Auditor General Edward Ouko has exposed massive plunder at the Nairobi City amounting to approximately Ksh 10 billion.

The 2016-2017 report  unearthed unaccounted expenditure, with huge discrepancies, mismanagement of funds and spending of Nairobi County’s revenue.

Ouko pointed out that only 22 per cent of the revenue collected made it to the bank.

Nairobi county collected Ksh 10,933,201,475 as per the county’s own generated receipts and only Ksh 2,420,840,729 was banked in the County Revenue Fund Account.

“The balance of Ksh 8,512,360,746 was spent at the source contrary to Section 109 of the Public Finance and Management Act, 2017,” the report stated.

The metropolitan also acquired assets worth Ksh 1,762,711,478 during the year under review but the county could only support acquisition amounting to Ksh61,174,422 as paid.

“There was no documentary evidence of the balance of Ksh 1,701,537,056 as having been paid. The accuracy of the expenditures totaling Ksh 1,762,711,478 on acquisition of assets cannot, therefore, be confirmed.”

Ouko also revealed how the National government paid the County government millions of shillings for the free maternity services at various health facilities but at the time of review, there were shortfalls resulting in an adverse service delivery.

In what exposed the extent of the rot in the health system, the county spent Ksh 30,369,141 to purchase binding certificates, fixing of curtain blinds, rheumatoid factor test kits, staff uniforms and cleaning materials.

However, none of the supplies were delivered and procurement was allegedly not done through IFMIS as required by law.
