CCTV Footage Shows Possible Involvement of Kenei in Fake Military Equipment Tender

Harambee Annex officer attached to Deputy President William Ruto’s office was murdered in cold blood and his suicide stage-managed, DCI George Kinoti has revealed, adding that the murder was planned for a long time.

The policeman, identified as Sergeant Frank Kipyegon Kenei, was one of the six officers who were being sought by the team of detectives investigating the fake Sh40 billion arms tender involving former Sports Cabinet Secretary Rashid Echesa.

The deceased was head of security at Harambee House Annex in Nairobi, where Ruto’s office is located and also place documents related to the tender scandal are said to have been signed.

The  Directorate of Criminal Investigations has played CCTV footage showing former sports CS Rashid Echesa arriving at DP Ruto’s office in the company of two men. The footage also shows Kenei was at the office the day Echesa visited.

DCI Kinoti has since revealed that CCTV footage obtained from the annex, which houses the office of Deputy President William Ruto, was edited to conceal the late policeman’s role in the Sh40 billion fake arms deal.

Former Sports CS Echesa is facing 12 fraud-related charges in the saga in which a foreigner identified as Kozlowski Stanley Bruno was swindled USD 117,080 translating to sh 11.5 million.

Echesa denied the charges ranging from obtaining money by false pretense to conspiracy to commit a felony before Chief Magistrate Kennedy Cheruiyot.

Co-accused Daniel Otieno Omondi, Clifford Okoth Onyango, Kennedy Oyoo and an entity identified as Pzels Co. Limited also faced similar charges.

The accused persons were said to have conspired to, without authority, make documents relating to a restricted and classified tender number HC2019/2016 from the Ministry of Defence contrary to Section 393 of the Penal Code.

Kenei was scheduled to become a high-level witness in the investigations into the saga. He had been expected to record a statement with the DCI.

The sergeant’s already decomposing body was discovered at around 3 pm lying next to the door, with a bullet hole in his chin and his gun next to the body. Police said he may have been shot from the left side with the bullet exiting on the right side.

However, Kinoti has since demonstrated how the murder was staged in proof that it wasn’t suicide.
