Raila was recorded tearing into the state of the National Assembly saying it has a myriad of issues rendering it incapable to handle BBI report.

Also, the ODM leader told off the Jubilee Party Majority leader and said he is a junior leader who cannot engage him on matters concerning the report.

Wakati Umewadia ambapo tunaenda kwa wananchi wa Kenya, hao wenyewe watoe uamuzi,” said Raila in the video footage.

Loosely translated as; “Jubilee MPs are rushing to read a statement they have been given to answer me. How can an MP answer me yet the Parliament itself is full of issues; electricity and water bills not paid, accessing washrooms is difficult and then from anywhere you issue a statement to answer me.

“That is not your work. Parliamentary service workers have not been paid for three months. It is shameful for you to attempt to respond to my queries.

“You can’t engage me. I am not in that level where I can argue with the likes of Duale, I only address President Uhuru… time is nigh that we seek answers over the way forward from the citizens.”

The remarks by the ODM leader comes as a rejoinder to sentiments issued by Duale regarding the BBI recommendations.

According to Duale, Raila and Central Organization of Trade Unions (COTU) Secretary-General Francis Atwoli had assured him that the BBI team will recommend a parliamentary system of governance.

Duale said that the two had expressed optimism that the report will propose radical changes in the constitution but the outcome proved otherwise.

He urged the ODM leader to accept that he had been shortchanged and allow the National Assembly to address the recommendations proposed by the BBI taskforce.
