How Swazuri & team manipulated land value from sh34.5m to sh109.8m

The day the former National Lands Commission chair Mohamed Swazuri has been fighting against finally came serving him a huge blow.

The Ethics and Anti-Corruption Commission on Wednesday morning arrested Swazuri alongside other former officials from their homes.

Among those who were arrested are Emma Njogu- commissioner NLCTom Aziz Chavangi- CEO NLC.

Their arrest is linked to fraudulent compensation for land acquired by the commission for the construction of the Mombasa Southern bypass and the Kipevu New Highway Container Link Road.

The Commission said received an anonymous report concerning irregular payments to National Land Commission officials, private persons and entities and conducted investigations into the matter.

The Office of the Director of Public Prosecutions said the more than 20 suspects would be charged with several economic crimes.

“As required by law, a valuation was undertaken and a report prepared indicating that the value of the land in 2015 was Sh34.5 million,” said the DPP.

“Following the valuation, an award was made to M/s Tornado Carriers Ltd for the said sum which award they allegedly rejected and the chairperson of NLC instructed the Director Valuation & Taxation and another officer in the same department to undertake a fresh valuation. The team returned a staggering figure of Sh109.8 million for the same parcel of land in January 2017,”
