Parliament has conveniently now chosen to probe the French company that was contracted with the 2017 elections bio-metric registration since it is the same one that has been put in charge of the new Huduma Namba system.

The National Assembly Public Accounts Committee investigated suspected electoral malpractices at the Independent Electoral and Boundaries Commission (IEBC) and prepared a report.

The amendments are set to be in the National Assembly as the committee recommended the exit of current electoral chiefs over alleged procurement malpractices.

Idemia Identity & Security, the French company in question, supplied IEBC with a biometric voter registration system.

Former IEBC CEO Ezra Chiloba allegedly signed contracts worth Sh 4.3 billion, without contractors. Something he is being charged for.

At the same time, the same company has now won a Sh3 billion tender for supply of the National Integrated Identity Management System (NIIMS).

Homa Bay MP Peter Kaluma, who is part of the committee proposed that “the Public Procurement Regulatory Authority (PPRA) investigates within 60 days the conduct of Idemia securities Ltd”.
