The life of Samburu governor Kasaine in crime since 2013

In a county where rampant incidences of insecurity have been a bane for far too long, not forgetting the harsh climatic condition that has made residents remain in a constant grip of famine, Samburu Governor’s in-tray is already full.

On February, the Ethics and Anti-Corruption Commission (EACC) detectives raided the Samburu and Nairobi residences of Samburu Governor Samuel Kasaine Lenolkulal over Kes. 2 billion expenditure that is believed to have been misappropriated.

The simultaneous raids took place at the Governor’s Karen and Samburu home as well as office where detectives are searching for crucial documents to aid in the probe.

Also targeted were residences and offices of county officials including chief officers, directors and contractors.

EACC released a press statement, stating the county leaders formed companies that they used to award themselves tenders worth Kes. 700 million.

‘In other cases, contractors were irregularly awarded contracts worth over Kes. 1 billion, for works that were partly or never done, after which they paid kickbacks to top County Officers.’ The statement read in part.

The county officials invested the embezzled finds in real estate.

As if that was not enough, Kasaine has been rearrested over a Sh84-million-fuel-supply scandal involving his county government.

Detectives from the Ethics and Anti-Corruption Commission (EACC) arrested the county boss on Tuesday morning and locked him up at the EACC headquarters at Integrity Centre in the capital Nairobi.

The latter being a petrol service station that allegedly belongs to the governor according to the Commission.

It is claimed that the station was awarded a tender to supply diesel and petrol to Samburu County, for the 2014 – 2019 period.

They pounced on him in a raid carried out on his city home at the crack of dawn, bundled him into a car and sped off to the operations nerve centre of Kenya’s anti-corruption fight.

The arrest comes hours after Kenya’s chief public prosecutor ordered the prosecution of the top brass of Samburu County government over the scandal.

Mr Noordin Haji on Monday directed the arrest and dragging to court of Mr Kasaine, his deputy Julius Leseeto, businessman Hesbon Ndathi, and 11 sitting and former ex-chief officers.

EACC now seeks to freeze and seize their assets, in order to ‘recover public funds lost at the County’.
