CS Kiunjuri grilled second time over Ksh65B dam scandal after detectives from Italy jet back

Detectives probing the ongoing Arror and Kimwarer dams scandal have once again questioned Agriculture Cabinet Secretary Mwangi Kiunjuri as the noose tightened on those responsible for the loss of Sh21 billion paid to CMC Di Ravena for the two dams.

Apparently, a team of detectives who flew to Italy to meet with SACE officials were handed a copy of the insurance agreement written in Italian thus forcing them to seek the services of interpreters.

Mwangi Kiunjuri was accompanied by Peter Munya when they appeared before detectives at the Directorate of Criminal Investigations.

The sleuths arrived back in the country last week.
“Expect action soon. We have interpreted all that we had and we are ready,” said another official aware of the progress of the case.

Mr Kiunjuri was appearing before the team of investigators, with sources saying he was summoned to “clarify a number of issues that had emerged”.

DCI boss George Kinoti is investigating claims that some contractors gave government officials kickbacks in order to get the tenders for the building of the dams.

Mr Kiunjuri, in particular, claimed there was a deliberate effort by people he did not name to paint him as corrupt.

“Over the past seven months, my name has been dragged through mud and appeared in newspapers and social media for all the wrong reasons — from the maize scandal to sugar, fertiliser and now the dams.

The National Treasury said a total of Sh21 billion has already been paid to the contractor and Sace- an insurance firm in Italy.
Detectives have already questioned National Treasury CS Henry Rotich four times, top managers of the Kerio Valley Development Authority (KVDA) as well as several suppliers of various goods and services.
KVDA Managing Director David Kimosop signed the Sh65 billion contracts on April 5, 2017.
A preliminary report on the progress of investigations has been handed to Director of Public Prosecution (DPP) Noordin Haji.
