National Police Service silences DR Ruto in statement

The DCI has recently come under attack from a section of politicians allied to Dr Ruto over the ongoing graft investigations.

In a well organised scheme, led by their master , the politicians said that the drafters of the Constitution were very clear in their mind when they dissociated DCI from EACC.

The politicians have also declared that they no longer have confidence in the office of the DCI and want all economic matters to be taken over by EACC.

However according to a statement from the police, functions of the Directorate of Criminal Investigations involve:

1. collect and provide criminal intelligence

2. undertake investigations on serious crimes including homicide, narcotic crimes, human trafficking, money laundering, terrorism, economic crimes, piracy, organized crime, and cyber crime among others;

3.maintain law and order;

4.detect and prevent crime;

5.apprehend offenders;

6.maintain criminal records;

7.conduct forensic analysis;

8.execute the directions given to the Inspector-General by the Director of Public Prosecutions pursuant to Article 157 (4) of the Constitution;

9.co-ordinate country Interpol Affairs;

10.investigate any matter that may be referred to it by the Independent Police Oversight Authority; and

11.perform any other function conferred on it by any other written law.

Kipkelion West MP Hillary Koskei said the DCI did not have the professional capacity to fight ‘complex matters’ while Kericho Senator Aaron Cheruiyot argued that investigating economic crimes was beyond Kinoti’s capacity.
“The constitutionally mandated body to fight corruption is EACC.

The work of DCI is to investigate other crimes,” said Mr Cheruiyot.
However, the Jubilee and opposition MPs in Limuru jumped to the DCI’s defence.
“The DCI is not going anywhere. If Murkomen wants the position he should first resign from his role as a senator but he should know that no one is replacing Kinoti,” Mwathi said.
