Uhuru’s three trusted Chef’s dragged into dam conspiracy

Detectives probing the Elgeo-Marakwet dam scandals are expected to cast their nets wider to solve the mystery behind the stalled Kimwarer and Itare dam construction.

During the grilling of CS Rotich, among the issues investigators were seeking clarity on was why Treasury released money without designs and Bill of Quantity.

Kinoti has also turned investigations on officials from the Attorney General and Solicitor General’s chambers who handled the contracts with the Italian Company CMC before the money was paid.

The AG had detected some misdeeds in the document that he wanted Rotich to check before the contract could be executed.

“We advise that a due carefulness be undertaken on … CMC di Ravena before executing the contract involving key collaborators, which must include representative from the office of the Attorney-General and the Department of Justice to establish its capacity and capability to carry out the project,” Prof Muigai said.


Githu Muigai was the AG when the contract was signed, while Njee Muturi was the Solicitor General.

The DCI wants to interrogate Cabinet Secretaries Eugene Wamalwa (Devolution) Simon Chelgui (Water) and Mwangi Kiunjuri (Agriculture) regarding the Kimwarer and Arror dams.

The three are expected to be questioned by investigators at Mazingara house from next week to answer questions relating to the two projects in Elgeyo Marakwet.

“We are being very meticulous and methodical in this complex investigation and we will not leave out anyone who is involved. All those who handled this transaction will be invited to tell what their role was and what they know,” Kinoti told the Star on Friday.
