Nominated Member of Parliament Gideon Keter is seeking to have levies imposed on obtaining the requisite clearance certificates terming them discriminatory to the less privileged in society and has asked the relevant Cabinet Secretaries under whose institutions they fall to reconsider abolishing the taxes.

Good news for job seekers; a Member of Parliament is seeking to have the demands of clearing with some bodies abolished.

Nominated Member of Parliament Gideon Keter has drafted a legislative proposal that seeks to waive any fee to be incurred by youths or a person with disability in acquiring clearance certificates when seeking employment.

Keter has says under his Employment Amendment Bill, 2018 the waiver on Certificate of Good Conduct, Higher Educations Loans Board {HELB), Credit Reference Bureau (CRB) and Ethics and Anti-Corruption Commission certificates would go a long way in aiding the youth access employment opportunities.

Keter argues that such levies imposed on obtaining the requisite clearance certificates are discriminatory to the less privileged in society and has tasked the relevant Cabinet Secretaries under whose institutions they fall to reconsider abolishing the taxes.

“Employment is a major concern to all Kenyans at the moment; reason being a youthful individual seeking employment is required to produce the requisite documents needed to pass for a job interview and more often than not that amount of money needed to furnish self with the documents is a problem,” he told the media on Tuesday at Parliament buildings.

Currently in the Kenyan job market, anyone seeking to be employed by the government be it in the national or County  level is forced to part away with Sh1,050 for obtaining certificate of good conduct, Sh1,000 for HELB, Sh500 for EACC and Sh2,200 for CRB.

Keter who on Tuesday presented his proposal before the National Assembly Budget and Appropriations Committee underscored that such abolition of the levies would be a reprieve to many youths who are “sometimes locked out of job interviews because for not producing the needed documents.”

These documents are demanded from people who are either freshly graduated, looking for jobs and at the same time probably fighting to eke a living yet from the same the documents are demanded.
